Tom Berry, MCRP, CFM
Mr. Berry has over 14 years of public city and county planning experience. For 12
years he worked for Dakota County, Minnesota one of the suburban counties
comprised of the Minneapolis/St. Paul metropolitan area. Mr. Berry has experience
as zoning administrator, floodplain manager (CFM), project manager, and grant
writer/manager for over $2.5M in grants. Mr. Berry has authored county ordinances,
comprehensive plan chapters, master plans, grant applications, RFPs/RFQs and
community surveys. Mr. Berry has project managed the County's Multi-Jurisdictional
Hazard Mitigation Plan, a 5-year FEMA County-wide Floodplain Restudy and Federal
Energy Regulatory Commission (FERC) mandates for a County-owned hydro-electric
dam including a Probably Maximum Flood Study and dozens of private consultant
contracts.
Through his experience as a public employee, Mr. Berry understands the public trust
and is keenly aware of the need to adhere to scope, schedule and budget. Mr. Berry
holds a Master's degree in Community and Regional Planning from the University of
Oregon and a Bachelor of Arts in Geography-Land Use from the University of
Wisconsin-Eau Claire.
