© METRO PLANNING, INC. 2011 Cress Bates  Mr. Bates has worked in various public capacities providing GIS services in western Oregon for over 36 years.  This work includes time spent both at Lane Council of Governments in the City of Eugene as well as Lane County, Oregon.  Mr. Bates has also taught several GIS classes at the local community college as well as the University of Oregon.  Mr. Bates has vast array of experience in locating data sources that are relevant to the hazard mitigation planning process.  These sources include internet sites, universities, state and federal agencies, and county GIS data.  He is also well-versed at processing this data for hazard analysis using a variety of tools including HAZUS (version 4) which is used to create residential and commercial impacts from earthquake and flood events; Land View 6 which is used to assemble housing value data from the DP4 tables; and the NRCS Soil Data Viewer which is used to determine potential areas of high soil erosion.
